Contractor Licensing

State & Local Standards


The State of Illinois does not require a State Electrical or Mechanical License. However, to ensure a degree of competency, electrical and mechanical contractors intending to work within the City limits are required to pass a test administered by City of DeKalb staff.

DeKalb does not accept licenses issued by any other municipalities. This local licensing requirement provides a high standard of workmanship by contractors to the residents of the community.

Electrical Requirements
In order to take the electrical test a contractor must show 5 years experience working in the trade. Please contact the electrical inspector at 815-748-2372 for approved documentation and to set up a time to take the test. A $10,000 surety bond is required and must be provided on a City of DeKalb bond form. See Municipal Code Chapter 25.10 (PDF).

Mechanical Requirements
In order to take the mechanical test a contractor must have had at least 8,500 hours of HVAC practical work related experience or 5,100 hours of practical work related experience and a 2 year certificate in an HVAC related field from a college or trade school.

Plumbing Requirements
In order to do plumbing work in the City of DeKalb, a contractor must provide a copy of his/her State of Illinois Plumbing License and State of Illinois Contractor License. See Municipal Code Chapter 26.02A (PDF) for more information..

Street Construction & Maintenance Requirements
Any contractor doing work in the public right-of-way must provide a $10,000 surety bond on a City of DeKalb bond form.
