Contractor Registration

State & Local Standards


The State of Illinois does not issue licenses to Electrical or Mechanical Contractors. However, Electrical and Mechanical contractors intending to work within the City limits must pass a test administered by the City of DeKalb. This local licensing requirement helps ensure these contractors are competent and encourages high standard of workmanship from contractorsDeKalb does not accept licenses issued by any other municipalities.

Electrical Requirements


  • To qualify to take the City's electrical test, a contractor must show proof of 5 years' experience working in the trade.
  • Please contact the electrical inspector at 815-748-2372 for approved documentation and to schedule the test.
  • A $10,000 surety bond is required and must be provided on a City of DeKalb bond form.

Mechanical Requirements


  • To qualify to take the City's mechanical test, a contractor must have had at least 8,500 hours of HVAC practical work related experience or 5,100 hours of practical work related experience and a 2 year certificate in an HVAC related field from a college or trade school.
  • Please contact the mechanical inspector at 815-748-2372 for approved documentation and to schedule the test. 
  • A $10,000 surety bond is required and must be provided on a City of DeKalb bond form.

Plumbing Requirements


In order to do plumbing work in the City of DeKalb, a contractor must provide a copy of his/her State of Illinois Plumbing License and State of Illinois Contractor License..

Street Construction & Maintenance Requirements


Any contractor doing work in the public right-of-way must provide a $10,000 surety bond on a City of DeKalb bond form.
