Streetscape Improvements

Phase I Improvements
In June 2009, DeKalb Mayor Kris Povlsen officially declared Municipal Parking Lot 4 “Frank Van Buer Plaza” in memory of the late Mayor Frank Van Buer. This was the culmination of Phase I of the Downtown Streetscape Improvements/Plan (PDF) recommended by the 2007 Downtown Revitalization Plan (PDF). Over the next several years, the City of DeKalb plans on implementing the remaining 3 phases of recommended public improvements at a total cost of over $12 million dollars.

Phase II Improvements
Recommended Phase II improvements on 2nd and 3rd Street, between Locust St. and the railroad include:
  • Water main replacement on North 3rd Street between Palmer Court and Locust Street.
  • New curbs and bump out spaces for tree plantings, decorative street lights, street surface milling and overlay, and areas of brick paver or concrete sidewalk.
  • Additional bump out spaces created on 2nd & 3rd Streets for construction of 3 outdoor cafes by adjacent restaurants.
Future Improvements
The City of DeKalb anticipates that the improvements currently under construction will be completed by the end of 2009. Future phased improvements include upgraded streetscape elements on East Lincoln Highway and reconstruction of Locust Street beginning in 2010.
