Approval of DSATS FY17-21 Highway TIP Amendment 5 (ACTION)

The Sycamore Park District has requested their Illinois Transportation Enhancements Program (ITEP) grant to extend the Great Western Trail into Sycamore be added to the TIP.  A public comment period was held from Friday, February 3, 2017 to Friday, February 17, 2017 with no comments.  A Public Hearing was held at the DSATS March 1, 2017 TAC meeting with no additional comments.

ACTION: Approve the DSATS FY17-21 Highway TIP Amendment 5.

DSATS Director Position (ACTION)

With the departure of John Laskowski, the DSATS Director position needs to be filled.  The City is recommending Tim Holdeman, Public Works Director, be named as Acting DSATS Director.  City and DSATS staff will review the responsibilities of all DSATS staff members and salary reimbursement requirements of the DSATS Director and submit a formal recommendation for DSATS Director at a later meeting. 

ACTION: Approval of Tim Holdeman as the Acting DSATS Director.

Change of TAC Meeting Time (ACTION)

TAC reached consensus to move their meeting from 10:00 AM to 11:00 AM.  TAC will continue to meet the first Wednesday of each month. 

ACTION: Approve the TAC meeting time change to 11:00 AM on the first Wednesday of each month.

2017 Transit Facility Grant Applications

Staff has begun to prepare for grant applications to the TIGER and 5339 Bus and Bus Facilities grant programs.  At the Transit Subcommittee meeting in February, members requested DSATS staff seek consensus from Policy about staff continuing to apply for grants to complete the funding needs for a transit facility.  Staff has already obtained partial grant funding for this project and have been proceeding with the application for the remaining grant funding as a new facility was identified as a short term goal for transit planning in the DSATS Long Range Transportation Plan (LRTP).  Additionally, each year staff submit a schedule of planned work for the year and includes application for transit facility funding as part of this schedule.  

CONSENSUS: Provide staff with guidance on whether staff should continue to proceed with applications for grant funding for a transit facility.

2018 Transit Facility Grant Applications

At the Transit Subcommittee meeting in February, members also requested DSATS staff seek consensus from Policy about beginning a RFP process to hire a consultant to assist with obtaining funding sources for any potential grants that may be announced in 2018.  If Policy would like to proceed with this RFP, staff will need to review the budget and determine a source of funding for hiring a consultant.  Redistributing funding for this project may result in delaying the start of another project.

CONSENSUS: Provide staff with guidance on whether staff should review the budget to determine a source for hiring a consultant to develop grant applications for any potential transit facility grants published in 2018.
