Substantial Amendment to the Program Year (PY) 2020-2021
Annual Action Plan
30-Day Public Comment Period
A draft of the City of DeKalb’s Substantial Amendment to the PY 2020-2021 Annual Action Plan has been prepared and is available for review and comment from February 10, 2024, to March 11, 2024. All of the projects included in the Substantial Amendment to the PY 2020-2021 One-Year Annual Action Plan for the federal Community Development Block Grant (CDBG) funding addresses one or more of the specific objectives outlined in the 2020-2024 Consolidated Plan and will benefit predominantly low- and moderate-income persons.
The Substantial Amendment to the FY 2020-2021 Annual Action Plan is available for review on the City of DeKalb’s website here and in print in the Community Development Department and the main lobby of DeKalb City Hall, 164 East Lincoln Highway. A print copy is also available for public review at the DeKalb Public Library, 309 Oak Street, beginning Saturday February 10, 2024, thru Monday, March 11, 2024, 5PM.
Comments may be submitted by email to jennifer.yochem@cityofdekalb.com or in writing to the City of DeKalb, ATTN: Jennifer Yochem 164 E Lincoln Hwy, DeKalb IL 60115 5:00 PM through March 11, 2024.
Written and oral comments received during the 30-day comment period will be forwarded to the United States Department of Housing and Urban Development with the Action Plan Substantial Amendments.
Adoption of the Substantial Amendment to the PY 2020-2021 Annual Action Plan is scheduled for Monday, March 11, 2024, at 6:00 PM by the City of DeKalb City Council.

Public Hearing
Citizens are invited to attend and provide input on the Substantial Amendment to the PY 2020-2021 Annual Action Plan at a Public Hearing to be held on March 11, 2024, at the regular meeting of City Council. The meeting will start at 6:00 PM in the Yusunas Room of the DeKalb Public Library at 309 Oak Street.
